The Tekonsha Voyager Brake Controller with GM Wiring Harness, # 39510 and # 3015-P, itself does not have a fuse. Since it is connected to the truck via the factory port under the dash, the fuse for the brake controller 12 volt power is located in the power distribution box under the hood. We actually have an FAQ article that explains the installation of a brake controller Chevy and GMC trucks that includes your 2005 Silverado. It covers the connections that need to be made under the hood on some trucks, including the proper size fuse and its location to power the brake controller. I have included a link to this FAQ for you to view.
basically, you will remove the upper and lower covers of the power distribution box where you will find a blue and red wire. The red wire will attach to the nearest positive terminal on the power distribution box. In the fuse location nearest this terminal, you will place a green 30 amp fuse to power the brake controller.

Where is the fuse that gives power to the controller itself (my controller display is dark, unpowered)?
