How to Remove the Coupler on a Yakima Rack and Roll Trailer

I purchased the 2-inch coupler to replace the 1-7/8. The bolts that hold the coupler on have a 16 mm head and a 17 mm nut. I cannot unbolt the nut that holds the chain on. Did they use permanent Loc-tite? I have tried a 20-volt impact wrench and a 30-inch cheater bar. With a bit of effort the other bolt comes off. Any advice? Thank you

I spoke with a representative of Yakima, and they told me that they did not use a lock nut or any type of Loc-Tite on the Yakima Rack and Roll, # Y08106 coupler, so it is likely just oxidization causing the problem.
If an impact wrench and cheater bar have not worked, you may want to soak it in penetrating oil for 15 minutes and try applying heat to the area around the nut to get it to expand. A heat gun such as the Trades Pro, # ALL836717, can be utilized for this.
Should that option not work, you may have to just cut it off.
