If you do not have the factory tow package, and yet have the connections for it, there is a relay and fuse necessary to activate the 12V charge line and the circuits relating to the tow package. The circuits will not function without them. Location #106 is for the 12 volt circuit to the trailer connector and # R05 is the 12V circuit relay. You can find other locations to check if needed in your owners manual. There is not a relay specific to an Electric Brake Controller on your F-150. I've attached an article to help with the troubleshooting on your brake controller if needed.
