Yes, base plate kit # 3139-1 would fit your 4-cylinder 2007 Saturn Vue as long as you do not have a brush guard on the front of the vehicle.
Once installed, the base plate attachments will sit in the opening that runs behind your vehicle license plate.
To wire your Vue to be towed, you would have a couple options. The easiest would be to use a magnetic tow light kit like part # RM-2120. This even provides a standard 4-Way plug for the RV, if needed.
The more permanent option would be to hardwire the Vue using tail light isolating diode kit # 38955. This would make the red lights on your vehicle function for brake, turn signal, and tail lights. You should have separate amber turn signals on your vehicle, and if you would like these amber lights to used for the turn signals, you would also need a vehicle to vehicle tail light converter, part # 118158.

You will also need to check with the manufacturer for instructions on the proper procedure for towing your Saturn Vue, because some vehicles must be equipped with a transmission lube pump, an axle disconnect, drive line disconnect, or free-wheeling hubs before they can be towed.
