Does the Pop and Lock PAL8200 Lock Both Sides of Tailgate Latch

Question:
Does this lock operate both both sides of tailgate? Does it just block the manual handle from being pulled? Just trying to figure out how secure it really is? I have looked at the install instructions but still cant really tell for sure how it is locking both sides of tailgate?

By preventing the movement of one of the sides of the tailgate the Pop and Lock part # PAL8200 prevents the tailgate from opening. You can't open a tailgate if one of the latches isn't releasing so this does prevent it from opening and would be just as secure as if the mechanism attached to both sides of the latches.
