Are there clasps/buckles on the Transition case that would allow for the use of a padlock to lock the case while its being transported?

Yes, you can lock the Thule Pack 'n Pedal Round Trip Transition # TH100502 closed. We recommend a small luggage padlock such as # 131D. Our demonstrator points this out at the end of the video I have linked for you.
