Have a 2016 Silverado Crewcab short bed. Looking for both a Crossbar System and locking Tonneau Cover that can installed together. Recommendation?

You can use both a tonneau cover and a ladder rack on your 2016 Chevrolet Silverado 1500 Crewcab short bed (5-1/2-foot) so long as they do not use the same mounting points.
For a cost-effective roll-up tonneau cover that mounts inside the bed rails you can use the Access TonnoSport cover # A22020319. With it I suggest the TracRac SR Sliding Truck Bed Ladder Rack # TH43002XT-782 which offers both adjustability and a high 1250-lb weight rating.
