Yes. The Camco Vinyl Spare Tire Cover - 27" Diameter - Colonial White # CAM45346 can have a hole cut in it to allow for a spare tire bike rack. This cover is vinyl so it will allow you to make a clean cut in the center and allow you the protection of the cover for the tire itself. My recommendation would be to use the bike rack mount to locate the area needed to be removed and remove only that section so you can protect the tire and wheel as well as have a clean look.

If you want to prevent fraying, you might want to sew the edges or use a large grommet like they use on shower curtains and tarps.
