Is the black base on this light meant to be recessed into the wall or surface mounted?

The Gustafson RV Vanity Light, part # 277-000324, is a surface mounted light fixture.
The mounting holes on the Black base are soaced 17-inches apart and are 1-inch tall. This light uses three 912 or 921 bulbs which are included with the light.
