Does the Weight of Thule Cargo Basket Count Towards the Roof/Roof Rack Capacity

Question:
If roof rack capacity is 165 lbs and the basket weighs 150 lbs, does this mean my cargo can not weigh more than 15 lbs?

First, the Thule Canyon XT # TH859XT doesn't weigh 150 pounds. It has a weight capacity of 150 pounds. The basket weighs 19 pounds. So 165 minus 19 is 146 pounds which is just 4 pounds short of the basket's capacity. Not too shabby.
