On a brake controller like the # 5504 the blue wire is output to the trailer brakes. It ultimately terminates at the trailer connector on the tow vehicle. How it gets back there depends on the vehicle and whether or not it has a factory tow package.

On trucks like the 2009 Chevy Silverado there may be some additional connections that need to be made under the hood to make everything fully functional; even if the truck has the factory tow package. I have included a link to a help article that, among other things, covers these connections. It also covers wiring the controller to the tow package wires under the dash on the truck.
