The Kat's Engine Block Heater that you referenced fits multiple year models of Jaguar, Land Rover and some Jeep engines, but does not fit your Takeuchi TL130.
You might be able to use inline circulating heater that is connected to the radiator hose. These heaters come in different hose sizes and lengths. You will need to measure the radiator hoses internal diameter and decide how much clearance you will have to mount the heater inline on the hose.
Kat's also offers a dipstick heater # KH15200. The heater will fit any 1/4 inch dipstick and is designed to warm the crankcase oil to make for easier engine starts in cold weather.
I contacted Kat's with the your skid steer loader's engine model and they told me that they do not have an engine block heater that will fit this Yanmar engine.
