I assume you are asking about the Autowlok system on your Falcon 5250 tow bar. The tow bar has been discontinued.
If it is locked in the extended position you want to make sure you are on level pavement when trying to release the Autowlok system. Any unlevel surface can put the arms in a bind and cause the problem you are having. Since the arms do not go in and out while being used you can use the towbar if it is in the extended position.
If you can manage to break it free you may want to use the repair kit, part # RM-910003-50 to get the system working again.
If you are unable to get it loosened up you may want to consider replacing the tow bar. I recommend the Falcon All-Terrain, part # RM-522. This tow bar is built for those uneven surfaces.
