Do you install the 3/16 1.00x2.00 blocks on all 4 bolts or only on 3 bolts?

When installing the Draw-Tite Class III 2 Inch Hitch # 75471 on your 2009 Hyundai Santa Fe you will install the 3/16 inch blocks on all four bolts. I am including a link to the installation instructions on the Draw-Tite hitch and a video link to the Draw-Tite hitch being installed on a 2009 Hyundai Santa Fe.
