Can the brackets be adapted for vents that are not metal and cant be drilled? Want to install on a Fantastic Fan, plastic or pvc type material.

Since you said you have a Fan-Tastic roof vent the correct roof vent cover you would need is the part # DMC38FR which is listed as fitting all Fan-Tastic roof vents.
The Camco # CAM40443 would not be an ideal fit as it would require modification so I would not recommend it. This is a universal style cover that is designed to fit as many applications as possible.
