Can both the 7 pin and the 4 pin connectors be used at the same time for two different applications? Thanks

Technically yes. With a 7- and 4-Way connector like # HM40975 you can use both receptacles at the same time. However, you have to make sure that the total power draw does not exceed the capacity of the system or it can overload it and cause a fuse to blow and/or something plugged into one or both connectors may not work properly.
