Helo Can this hitch be installed on my 2014 kia soul if I have the spoiler package on?

Curt trailer hitch # C11419 and Draw-Tite trailer hitch # 24915 fit all models of the 2014 Kia Soul so either will fit your model.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. The Draw-Tite hitch does not require the strap. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
