Why are the Hitches for a 2015 Ram ProMaster City Class III 2 inch Hitches

The Dodge Promaster City only has a 2000lb towing capacity - cant you get a Class I hitch??

For larger vehicles (even ones with low towing capacities) the hitch manufacturers like to make 2 inch hitches for them. 2 inch hitches are generally preferred as they have higher towing capacities and quite a bit more accessories made for them. Whenever available we recommend 2 inch hitches for vehicles for those reasons.
For your 2015 Ram Promaster City I would recommend the Draw Tite part # 75219 instead of the Curt you referenced as the Draw Tite does not require the use of a stabilizer strap like the Curt does with non-supported loads like bike racks.
