Sounds like only one axle on your jet ski trailer has brakes on it and it is locking up when you try to back it up. This is a common situation with surge brakes. Since they are inertia activated when you are in reverse they want to lock up. What you would want to install on the trailer is a reverse lock out solenoid like the part # T4748800 for if you have a Titan actuator. What this does is block the actuator from building pressure when the vehicle is in reverse so it can back up.

The other option is to install free-backing brake assemblies that are designed to not activate when rolled backwards. I attached a link to a page that has all of the free backing plates we offer. You would need to select the size and capacity your trailer needs from the filters to pick out the correct ones.
