Can I put the tow hook bracket back on the drivers side between the 2 bolts and the hitch during installation shown in your video? eg: body rail/hitch/tow hook bracket/bolts/tighten/torque?

I don't think it would hurt anything to reinstall that tow hook on your 2016 Scion iM but at the same time I cannot recommend an installation that is different than what the instructions indicate. There is the chance that the thickness of that tow hook would make it so the bolts are not long enough to install properly and hold the hitch on which is why I advise against it.
That tow hook is used to secure the vehicle during transport from the assembly line to the dealership and can be used for vehicle recovery. If you install a trailer hitch such as # C11420 then it can be used for those same purposes.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements.
