Good news! I do have the installation instructions available for the Curt hitch # C13215 which is a confirmed fit for your 2015 Ram ProMaster City. We have not had the opportunity to install this hitch on a ProMaster City, but I took a look at the installation instructions and it looks very straight forward and there will be no drilling.
