The major many gigs is 2 X 3 inches is that one side two inches one side 3 inches or is that 2 inch box 3 inches high? Thanks

The 2 x 3 inch measurement means 2 inches wide by 3 inches tall. That is the dimension of the trailer tongue that is compatible with Fulton hinge kit # FHDPW230300. The openings on the hinge are slightly larger to fit over a 2 inch wide and 3 inch tall tongue.
