Yes, you can use a TracRac sliding ladder rack with a TruXedo Lo Pro QT Tonneau cover on your 2016 Chevy Silverado 1500 double cab. The Tonneau cover mounts between the bed sides and the ladder rack rails rest on the tops of the bed sides so there isn't any interference.
If your truck has the 5-1/2 foot bed the correct Lo Pro QT is # TX571801 and the sliding ladder rack is # TH43002XT-782.
If your truck has the 6-1/2 foot bed the correct Lo Pro QT is # TX572001 and the sliding ladder rack is # TH43002XT-781.
And if your truck has the 8 foot bed the correct Lo Pro QT is # TX572201 and the sliding ladder rack is # TH43002XT-780.
