Question:
Just bought 2003 2500 chevy with this controller. Light does not work on controller and brake terminal on truck plug has 12 volts all the time. All other terminals are correct.

If the brake pin on the truck connector has power all the time, there may be something wrong on the truck. It may also be in the wrong port on the junction box. There are at least 2 ports that the plug will fit into, but only one of them is the right port. As you look at the junction box, you need to use the port on the top row, second from the far left. I have added a link to an article on installing a brake controller on 1999-2007 GM trucks with a brake controller port. One of these pins, the one that leads to the black wire on the controller, should be hot all the time.
Also, make sure you have the proper connector. Pin locations were changed between 2002 and 2003 models. You need to be using part # 3015-S for the right pin out, you can check to see if there is a tag on your connector.
If you determine the the controller is connected properly and there is nothing wrong on the wiring on the truck, then I would suggest disconnecting the controller for 30 seconds to let it reset. Plug it back in and set up the controller from scratch, like you would the first time it is installed. I have added a link to a video from Tekonsha that will walk you through the setup as well as the instruction document that came with the controller originally in case the previous owner did not pass a copy to you.
If this still does not correct your problem, then the controller may need to be replaced. If the previous owner installed the controller when the truck was brand new, it may be 8 years old.
