The Thule Evo Raised Rail Feet # TH710401 is designed to fit raised siderails on your Explorer and then use Wingbar # TH711520 crossbars that will accept all Thule accessories.
This rack system includes locks that secure the roof rack to the vehicle. I have attached a link to an installation video for this roof rack system on a 2013 Explorer you can check out.
