We do not have CAD drawings for the Curt Front Mount Trailer Hitch Receiver # 31514 but I have linked the written installation instructions for you. I also went to our warehouse and measured the holes on the mounting flange in the hope that this information will be useful to you.
Please refer to the linked photo. The information shown on the photo is the same for both sides of the hitch. The horizontal mounting hole on the vertical tab measures 1/2-inch in diameter; it's center is 2-1/4-inches above the top of the mounting flange. The two oval slots on the flange each measure 1/2-inch x 1-inch. Their centers are 3-1/2-inches apart.
