Hello, Does this pad include the fabric cover that goes over it and velcros? Thanks

The replacement Top Tube Pad For the Hull-A-Port Carrier, part # 8537418 comes with 2 pieces in the package.
There is a foam pad similar to pipe insulation that has a slit and slips over the upright tube on the carrier. Then there is a piece of fabric with Velcro that fits over the pad.
