The Flexco Manual Pull-Out Steps # SMFP-2120 should be mounted to the frame of the trailer. Steps need to be mounted to the frame, rather than an additional component like the running board, to ensure the steps are properly supported when in use.
If you decide to mount these steps to your frame, they can either be bolted or welded on. Four carriage bolts and nuts, not included, will be needed to bolt the stairs to the frame.
