A popular roof rack mounted bike rack, fork mount, that is very stable is the Rhino-Rack MountainTrail # RBC035. This carrier is also compatible with disc brakes, accommodates bike wheels up to 3" in diameter, and uses a 9mm skewer. I have linked a video review of this carrier for you.

If your bike has a through-axle then I recommend the Yakima HighSpeed, # Y02115. It is designed to hold a bike with a 12-mm, 15-mm, or 20-mm thru-axle fork without an adapter. I have linked a video review of this carrier as well.

Both of the racks listed above will fit the factory crossbars on your 2016 Toyota Highlander. But if your Highlander just has the side rails that run front to back and no crossbars that run side to side you will need to add crossbars.

I recommend the Thule AeroBlade Edge roof rack, # TH7603B-TH7603B for black bars or # TH7603-TH7603 for silver bars and fit kit # THKIT3134. The Thule AeroBlade bars have a wing shape for less wind resistance and noise compared to round or square bars. They are made of light weight aluminum for both strength and corrosion resistance. And the Edge versions look more like a factory roof rack than other models.
