Is the ladder removable without removing the bracket and screws?

The Westin Truck-Pal ladder # 10-3000 is not designed to have the ladder easily removed from the mounting bracket. While you would not have to remove the bracket from the tailgate you would have to remove the hardware that holds the ladder to the bracket.
