Question:
Can my 2014 Forte be towed by a car dolly

I did some research online and found that your 2014 Forte can be towed using a tow dolly like part # RM-2050-1. It cannot be flat towed with all four wheels on the ground.
According to the owner's manual, you should place the vehicle in neutral and move the ignition key to the ACC position.
Since the RM-2050-1 has electric brakes, you will need a brake controller to safely tow the vehicle. If you let me know the year make and model of your towing vehicle I can make some recommendations that will work for you.
