ok - should we move to 4500 or 5500 perhaps? toy hauler is Fuzion Chrome 420 towing toy hauler- 10 ton loaded-2007 chevy dually-6.6 duramax -alison auto 6 speed -4x4 long

If your trailer weighs 20 when fully loaded you are going to need a truck that has at least that much capacity to safely tow it. From the research I did it looks like your truck would have a 16,700 lb towing capacity.
I checked and the 2015 3500HD trucks from Chevy only have a 17,800 lb capacity so it would be in your best interests to go with a 4500 or 5500 truck.
The Reese Select Plus # RP30081 that you referenced has a 20k capacity. If the weight of your trailer is right at 20k and not over this hitch would work well.
