Will it fit a Mazda 3 2014 and also is there any locking mechanism to prevent theft?

The Inno fairing # INA262 does not have any built-in locking mechanism, none of the fairings do, but there may be a way to lock it. You could potentially use Rightline cable lock # RL100640 which is designed for luggage. You would likely have to create a hole in the fairing to run the cable through and wrap it around a crossbar. This is pretty much the only way it could be locked.
Inno fairing # INA262 is the correct model listed for the 2014 Mazda 3.
