The installation procedure for the Curt Class III # 13268 and the Draw-Tite # 75671 are identical for all intents and purposes. The differing install difficulty ratings reflect each manufacturer's opinion of how difficult the hitches are to install. I've looked over the installation procedure, and I'd personally rate it as a 4 or 5.
Since the hitches have an identical appearance, identical weight ratings and an identical installation procedure, there's no reason why you couldn't go with the lowest cost option, the Curt # 13268.
I've linked you to an install video for the Curt hitch.
