I recommend reviewing the installation steps. I have attached a help article on installing a brake controller in a 2007-2013 GMC Sierra for you. This article goes through the installation steps.
If the controller is not getting power, I recommend checking the 30 and 40 amp fuses for the brake controller to make sure they are there and are functioning properly. I also suggest making sure the wire for the brake controller power and the wire for the 12V power lead are connected to the battery. The brake controller wire connects to the M6 stud and the 12V wire connects to the M8 stud.
If the wires are not connected, you will want to connect them to the appropriate studs. The brake controller wire is located directly to the right of the power distribution box, and will be taped to a wire harness between the driver-side fender and the box. The 12V wire is located to the left of the box and is taped to a wire harness under the power brake booster.
I have also attached a help article on troubleshooting brake controller installations. If this does not provide a solution for you, please let me know and I will be happy to provide further troubleshooting steps.
