Do you have to take the rear bumper/panel off of the smart car to install this hitch? I read one of the reviews, they said it took 4 hours, mostly due to taking he rear panel off.

The bumper does not have to be removed to install Curt trailer hitch # C11020 on your 2013 Smart fortwo. I have included a link to the installation instructions for the hitch so you can see all of the steps. I have also linked a video showing installation for you.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements.
