why does this resistor get so hot? it is too hot to touch. is it a fire hazard?

LED Light Bulb Load-Resistor Kits burn around 50 watts to put a load on the line, so it will get about as warm as a 50 watt lightbulb. They are designed to get hot.
If the load resistor is discoloring surfaces around it, bubbling paint or melting things around it then I would replace it with a new one. In any case if you believe there is a possibility of a fire hazard you should replace and or relocate the load resistor to an area that is safe and has more air flow.
