The thule bike rack that I bought seems to move around a lot when we are driving. The fitting does not seem snug in the hitch. Is that the way it is supposed to be? Thanks.

Any loaded hitch-mount bike rack will have some degree of movement when you're driving, even when using an anti-rattle device like the # THSTL2. You will want to ensure you tighten the threaded anti-rattle bolt both BEFORE and AFTER you load up your bikes. This will help to remove any slack. Some amount of play within the hitch tube is normal and the substantial weight of 4 bikes and the carrier itself will always create at least some motion.
If you like you can add a bungee cord or two, or a stabilizing strap like # 18050, to help take some of the rack's weight off the hitch connection. If you have spots on the car to attach them a set of ratcheting straps like # EM34415 will work great to reduce rack motion.
