how do you disengage bike from this bracket?

You will need to pull down on the release handles of the B&W Biker Bar Motorcycle Tie-Down System # BWMC2304 which will allow the bike to be released from the mount and then you will be able to push the bike forward.
See attached picture to see where the release handles are.
