i have a 2004 chevy impala and i wanted to know could i use these in replace of fog lights?

The Thin-Line LED Racing Light Kit # LS-108 that you referenced has not been DOT certified as a fog light on a vehicle. But you could easily mount this with the included bracket to a portion of the front bumper and operate it just like a fog light.
The light output of this kit is 180 candela.
