Yes, if you have the 6-1/2 foot bed, HD or standard tow package without any running boards or steps underneath, the TorkLift tie downs # TLT2301 (front) and TLT3302 (rear) will fit your 2003 Toyota Tundra step-side bed with factory or an aftermarket non TorkLift installed hitch.
