The first thing I'd check is that the break away battery is fully charged and in good condition. Check the terminals for corrosion, clean them if needed. Then, you'll want to take a look at the wiring instructions for a common break away system that I've linked for you, and ensure that the system has been wired properly. With the pin pulled, use a multi meter like part # PT89ZR and make sure you're getting a full 12 volts at the brake magnets.

I would also check the brakes for proper adjustment. To adjust the trailer brakes, use the following procedure:

Jack up trailer and secure on adequate capacity jack stands. Follow trailer manufacturers recommendations for lifting and supporting the unit. Check that the wheel and drum rotate freely.
Do not lift or support trailer on any part of the axle or the suspension system. Remove the adjusting hole cover from the adjusting slot on the bottom of the brake backing plate. With a screwdriver or standard adjusting tool like part # W80630, rotate the starwheel of the adjuster assembly to expand the brake shoes. Adjust the brake shoes out until the pressure of the linings against the drum makes the wheel very difficult to turn. Then rotate the starwheel in the opposite direction until the wheel turns freely with a slight lining drag. Replace the adjusting hole cover. Repeat the above procedure on all brakes.
