Is there way to lock down the racheting hold-down bars so vehicle may be left un-attened?

The frame hooks on the Swagman XTC-2, # S64670, do not have a locking mechanism, but you will be able to use Trailer Coupler Lock, # e98884, in the available holes on the hook housing. These locks will work unless you have two bikes with the same frame height. If so, you will be able to use a cable lock if you have one.
If you need a cable lock, I recommend the Master Lock Quantum Self-Coiling, Combination Cable Lock - 1/2" Diameter x 6' Long # 8122D. Just secure this lock from the bike to the safety chain loops on the hitch to deter theft. I have included a video review of this lock below.
