The replacement hardware I think you are looking for is part # Y8860078. This replacement mounting bracket kit includes one universal mounting bracket for the Yakima FatCat 4 or FatCat 6 ski and snowboard carrier. The cam you asked about is included with this kit.
The hardware kit part # Y8860081 you asked about does not include the cam nut and lever you mentioned. It is designed to replace the snap-around mounting bracket for round or square crossbars. There is no cam nut included with this hardware kit.
If you are looking for just the knob and cam nut, the part number you need is # Y8860080.
