We do indeed offer a front mounted receiver. The Curt Front Mount Receiver, part # 31367 would be a fit for your 2009 4Runner. I've linked you to a video showing the hitch being installed on a FJ Cruiser. The procedure on your 4Runner would be identical.
The Curt # 31241 hitch you referred to is a front mounted receiver for a Nissan Pathfinder or Frontier, and wouldn't fit your 4Runner.
