Recommended Leveler Jack for a Dual Axle Horizon Boat Trailer

Does the jack have enough lift to be able to remove and install a fully inflated 15inch tire on a Horizon Model HTV2558B tandem-axle boat trailer with 15inch wheels?

Yes, I recommend the Anderson leveler # AM3604 because it provides leveling at any increment from 1/2 inch up to 4 inches. It's designed to work with dual axle trailers and will work with trailers weighing up to 30,000 pounds and will come with 1 leveler and 1 chock.
It is possible that there may be enough travel in the suspension, that the tire will not be completely off the ground. However, it's very likely that it will work just fine to lift, remove and re-install a fully inflated tire.
The Anderson Rapid jack # AM3620 you referenced has a 6-7/8 leveler height. The weight capacity is 20,000 pounds.
