Will this hitch fit with a full sized spare tire or only with the 17 inch spare tire?

The part # 13183 you mentioned is not designed to fit the 2013 Hyundai Sonata you entered in the vehicle information fields. The 13183 is designed to fit Xterra. I spoke with my contact at Curt about the # 13183.
They told me that the spare tire is lowered only to make it easier to install the Curt Trailer Hitch, part # 13183. They said there should be no problem with clearance when you reinstall the spare tire, and there should be no issue with a full-sized spare either.
If you are looking for a trailer hitch for your 2013 Sonata I recommend the Draw-Tite, part # 24965. This is a Class l hitch and has a 1-1/4 inch receiver opening.
