We offer a range of different trailer locks, from straight hitch pin types like the etrailer Lockset # e99039 that you referenced to coupler locks like the Fastway Universal Trailer Coupler Lock # FA86-0015-316 that fits 1-7/8-inch, 2-inch and 2-5/16-inch trailer couplers.
Trailer weight does not matter when it comes to selecting a lock. What matters is that you choose one that is long enough for the width of your receiver opening.
According to the Hayman Reese website their Class 3 RL hitch receiver has a 40mm x 40mm opening. 40mm translates to 1.57-inches. For this size receiver opening the part you referenced should work fine in terms of length but you'll want to make sure that this 5/8-inch diameter hitch pin lock (15.875mm) is the same size as the pin hole opening on the receiver tube.
