I spoke with my Thule representative about the locks on your cargo box. They could find no record of the part number you provided, which probably means that your box predates Thule's acquisition of SportRack. If your current locks are held on by very thin retaining nuts, the SportRack replacement locks # SR03807 should work for you. Depending on your locks, there might be a replacement key available. Is There a Replacement Thule Key Number 520
There isn't a Thule key with the number 520 available, with the closest being 120, the Replacement Key for Thule Racks and Carriers - N120 # THKEYN120. I only bring that up because if its older it may be smudged or scratched and hard to read, which happens quite a bit.
