Yes, to install the Draw-Tite Sportframe Trailer Hitch Receiver # 24984 on your 2023 Mazda 3 you will need to remove that panel and it won't be put back into place.
Hitch instructions only mention this when the hitch either prevents the panel fitting back into place or there is excessive trimming that needs to be done on the panel for it to fit back in place so it's easier to just remove it and leave it off.

When a trailer hitch is constructed, the manufacturers use a more malleable steel to construct the mounting flanges than what's used in the crossbar and receiver tube. This allows the hitch to flex a little bit along with the vehicle. Because of this flexibility, the mounting flanges can and do sometimes get slightly bent out of alignment during the shipping and handling process. Though I can confirm the EcoHitch # 306-X7303 will absolutely fit a 2016 Mazda 3, we have yet to do an install with said hitch. Removing bolts installed using a fish wire is tricky but it can be done. The best way to remove the hardware from the frame is to use a flexible magnet, and pull the bolts out of the frame. Fish wires can help with this also. You will need a fish wire for a 1/2" bolt like part # C58400.
Since the EcoHitch # 306-X7303 is rated for more weight than the curt hitch, it is a very good idea to remove the old bolts, and use the new hardware that comes with the EcoHitch. view full answer...
I have a great solution for you. At eTrailer, we strongly recommend against using wheel-mount bike racks for bikes with fenders. There is no way to guarantee that the ratcheting hooks can secure the bike by the wheels at a 3-o'clock position on the Saris SuperClamp EX Bike Rack for 2 Bikes # SA4025F. In addition, we strongly discourage mounting a bike by any attached cargo carriers over the bike's wheels.

When using the included fishwire tool, also known as a bolt leader, when installing a trailer hitch like the Curt Trailer Hitch # C11386 that fits a 2008 Mazda 3, the bolt leader will simply thread on and off the bolts. There isn't a trick to it, per se, and trying to remove it from the bolt should not have made it grip tighter (though I do appreciate your analogy to "novelty finger handcuffs") unless you were also pulling on it at the same time.

The cutout on your frame is different from what we have seen. It does appear to be smaller. You'd want to use a dremel or rotary tool to enlarge it slightly till you can pass the bolt and spacer of the Curt Hitch part # C11377 through. view full answer...
If you install any roof rack on your 2012 Mazda 3, you can remove it if needed, even if that rack attaches to the fixed points on the vehicle.
The fixed points for the rack are located under small plates that you can just pull up and off of the vehicle like in the video I have linked on a similar vehicle. In some cases a small flat head screwdriver can be used to gently pull the covers up.

The Kat's heater part # KH11409 plugs into one of the freeze plugs in the back of the engine block. There should be a couple different options to use, but use the rear most hole. It is recommended to use a certified mechanic for install. The yellow, brown, and red refers to the wires on harness # 118420 for your 2012 Mazda 3 sedan. The wire colors used on the vehicle will not likely be these colors because there isn't a standard color code for automotive wiring.

There should be no problem using the spacers that came packaged with the Draw-Tite Sportframe Trailer Hitch Receiver, part # 24912.
The spacers are designed to keep the bolt from slipping through the frame rail when installing. The shape of the spacer may have changed a little but the function remains the same. I spoke with my contact at Draw-Tite and he said you will only need to lower the exhaust if you need additional clearance for installation of Draw-Tite trailer hitch # 24912 on your 2015 Mazda 3. If you find you need to lower the exhaust, you will want to do it at the rubber isolators. He recommended spraying a lubricant on the metal hanger rod and rubber isolator to help with removal. Other than those recommendations Cequent does not have a documented process for lowering the exhaust.
